I need a railing for my apt home. There a 3 cement stairs I cannot get up due to a car accident and my landlord will only install if I buy one myself. I cannot afford one at this time.

I was in a car accident in September and came down with pneumonia.  It’s taking me many hours of physical therapy and I am getting better.  I was discharged from rehab and cannot get up the cement stairs in my apt complex and the manager will not install one. I have dialysis 3 times a week so leaving the apartment is a life/death. They are claiming they are not obligated and will install only if I purchase one.  In addition, my car was totaled so until I could get back on my feet financially I have a 14-year-old son I need to get around.  I’m in desperate need of some financial relief.
