My name is Devin Frankland, and I’m fighting to bring my brother Richard home after 6½ years of confinement in a Colorado state psychiatric hospital.

Richard was found Not Guilty by Reason of Insanity in 2022 after a mental health crisis. He was never convicted of a crime—but instead of receiving compassionate care and a path to recovery, he’s been trapped in a forensic institution with no clear end in sight. Despite being stable, compliant with all medications, and showing no signs of violence or psychosis for over 18 months, the system continues to block his release.

We’ve built a comprehensive plan for Richard’s transition to California:

  • He’ll live with me in Livermore, in a safe, sensory-friendly home.
  • He has outpatient psychiatric care lined up through Axis Community Health.
  • He’ll attend weekly therapy, participate in social skills groups, and volunteer in the community.
  • Alameda County Behavioral Health has agreed to monitor his progress and report back to Colorado.

But none of this matters unless we can get him out.

To do that, we need a specialized attorney—someone who understands mental health law, conditional release hearings, and the unique challenges of NGRI cases. The cost to retain this attorney is $10,000. That includes legal representation, filing fees, and expert consultation to challenge biased evaluations and advocate for Richard’s dignity.

Richard is a gentle, spiritual, neurodiverse man who deserves to live in a loving home—not behind locked doors. He’s been labeled, pathologized, and misunderstood by a system that treats difference as danger. But he’s ready. We’re ready. And with your help, we can finally bring him home.
